the Secretary of State's despatch of the 22nd May, 1914.

It may be pointed out that the subject of morphine and cocaine

has been dealt with in the Pharmacy and Poksons Ordinances,

1916 and 1917. It was not thought necessary to amend the

definition of "Farmer" in section 4 of the Opium Ordinance,

1914.

Section E makes the amendment directed in the Secretary

of State's despatch of the 20th February, 1918.

Section 6 makes it an offence to possess, without lawful

authority or excuse, any Government opium labels or wrappers

which have been detached from the Government receptacles.

It is believed that such labels and wrappers are sometimes de-

tached for the purpose of selling illicit opium as Government

opium.

Section 7 provides that every person who is proved to

have had in his possession or under his control any paskage

containing opium shall, until the contrary be proved, be pre-

sumed to have known that the said opium was contained in such

package.

In my opinion this is an Ordinance to which His Excellency

the Officer Administering the Government may properly assent

in the name of His Majesty and on His behalf.
